State regulation of subsoil use in 2010

Concept: The main objective of state regulation of subsoil use is to ensure the reproduction of mineral resources and its sustainable use and protection of natural resources for present and future generations of the peoples of the Russian Federation. Subsoil Use in Russia is regulated at the present time a number of legal acts, the center of which is the Federal Law № 2395-1 «On Mineral Resources", passed in 1992, numerous amendments made to the law the past few years, evidence of changes in the legal regulation and the need to radically reform the law. The changing practice of public relations requires new legislative solutions, which, according to many experts, justifies the need to change the current and the adoption of new legal documents on the subject.
Planned changes in the regulation of relations between mining, the problem of correlating law "On Subsoil" and "On technical regulation", the issues of legal protection in the event of dispute, the legal consequences of violations of the law on mineral resources, legal - to review the practice of arbitration of disputes relating to the relevant relationship defined the relevance of the All-Russian Congress' regulation of subsoil use relations in Russia 2010 ".
Congress addressed the heads of departments of mining, natural resources and industrial subjects of the Russian Federation, heads of committees for the Environment, Social Policy, administrations of cities and regions, representatives of the Mining industry services, heads of legal, geological and surveying services, the licensing team leaders, department of business development of mining companies, employees of consulting companies providing legal services to businesses of natural resources and energy sector of the country, employees of the executive and legislative bodies of the government and municipalities, as well as representatives of business and science, leading experts of the Russian Federation on mineral resources for the exchange of experiences and feedback.
